NFPA 1710 is the National Fire Protection Association's consensus standard for career (full-time) fire departments, widely referenced by FEMA, ISO, and OSHA. It defines minimum staffing and maximum response times: a first-due engine must arrive within 240 seconds (4 minutes) for fire suppression and 240 seconds for EMS first response, on 90% of incidents; the full first alarm assignment (typically 14–17 firefighters) must arrive within 480 seconds (8 minutes).
